     Inaugurated by the Richmond Art Center in 1999, the Award included an exhibition in the 2000 square ft Main Gallery, isang workshop at artist talk, at isang stipend. 

     The first year's Award was presented to sculptors Susannah Israel and Lawrence LaBianca, by Bay Area pintor at tagapagturo na si John Toki. Ang eksibisyon at mga kaganapan ay inayos ni Rachel Osajima, Executive Director sa RAC.

     Ernie Kim, a distinguished Bay Area ceramic artist, served as Director of the Richmond Art Sentro mula 1970-1980. Si Kim ay isa ring minamahal na instructor at studio supervisor mula 1962 - 1982 sa Center.
